Chelakkara Grama Panchayat is situated in the Pazhayannur Block of Talappilly Taluk in Thrissur district. The Special Grade Panchayat of Chelakkara extends across the villages of Chelakkara, Venganellur, Thonnurkara, Kurumala, and Pulakkode, covering an area of 59.83 square kilometers.
The Panchayat is bounded by:

* Pazhayannur and Kondazhy Panchayats on the east
* Panjal and Kondazhy Panchayats on the north
* Mullurkara and Panjal Panchayats on the west
The geographical features of this Panchayat can be broadly classified into six categories: gentle slopes, steep elevations, slopes, small elevations, plains, and highlands. Different types of soil found here include gravelly red soil, red soil containing rounded stones, clayey red soil, and laterite-mixed soil.
In ancient times, many Chela trees, including banyan trees, were said to have grown densely along both sides of the roads in Chelakkara. It is believed that the place derived its name “Chelakkara” from the phrase meaning “the land of Chela trees.”
The Thrissur–Thiruvilwamala Road is the major road connecting this Panchayat to the district headquarters. The famous Saturday market of Chelakkara, which is over 200 years old, is well known in the region.
In 1929, the first Panchayat Committee was formed with Konthaswami as President. In 1953, the Grama Panchayat was officially constituted, and the first elected governing body assumed office under the presidency of Nambyath Krishnankutty Nair.
Chelakkara is a scenic green region located in the northeastern part of Thrissur district.
